Progress on Salvi Way still in discussion

STONEHAM, MA - Green Street area residents, who showed up at the last Planning Board meet-ing to hear the latest on the proposed Salvi Way subdivision, were told once again that they would have to return this week to hear of any progress on the plan.
Attorney Charles Houghton, who represents petitioner Vincent Fantasia, requested a two-week extension in order to make amendments to the plan.
"We're asking for two weeks...we want to reach an agreement and have a better subdivision," stated Houghton.
The original proposal called for a one-lot subdivision off of Green Street. The proposed single family home would have access to Green Street via a road tentatively called Salvi Way, which, as previously stated by DPW Director Robert Grover, would not be accepted as a public way.
According to Houghton, a meeting with one of the abutters was held earlier in the evening, pos-sibly regarding use of some of his land.
"We feel we have an agreement though nothing in writing," said Houghton.
Frustrated Green Street abutter Mike Rora, who has been present at all the hearings concerning this proposal, complained to the Board that "this is the second meeting in a row Mr. Houghton has said an agreement has been reached and details need to be hammered out," and questioned the need to continue the matter again.
Planning Board member August Niewenhous explained that it was a "procedural matter" for the petitioner to decide whether or not to go forward with the plan. He advised that if an amended proposal is submitted which exceeds the original plan as advertised, then the petitioner would have to "start over" with advertising an entirely new plan to be presented to the Planning Board.
Houghton stated that the new proposal being considered would "probably not" exceed the origi-nal, but continued that the chances of going forward with the original plan were "slim to none."
He agreed with Niewenhous and stated that at the next meeting, his client would be prepared to either withdraw the original plan and then start the whole procedure over with advertising a new proposal, or going forward with the plan as presented or with changes that would not exceed the original.
The Board voted in favor of continuing the hearing to March ll, with Chairman Frank Vallarelli in opposition.
