Selectmen review warrant articles for May 1 Town Meeting

Warrant summary:
STONEHAM, MA - Selectmen released a draft Tuesday of the Town Warrant for the May Town Meeting.
The articles have not received final approval; there may be additions, deletions and changes before the warrant is put before the voters.
Citizens can use the following summary as a preview:
There are 25 articles. Articles 1-7, 9, 11-13, 15-20 and 25 are sponsored by the Board of Selectmen.
Article 1 is the April 4 Town Election.
Article 2 allows for selecting "all other necessary Town officers."
Article 3 asks to hear the reports of Town officers.
Article 4 asks to set salaries of elected officers.
Article 5 is a request for a Stabilization Fund transfer. No specific amount is stated.
Article 6 is a request for money to demolish and reconstruct the DPW Garage.
Article 7 is a request to raise money from taxes and other funds to defray Town charges for the ensuing year.
Article 8 asks for money to pay for an engineering study of the Surface Drainage System and related repairs. This article is the result of a citizen's petition from John DeGeorge of 148 Franklin St.
Article 9 asks to combine the Unicorn Recreation Commit-tee and Youth Commission into one Open Space and Recreation Committee.
Article 10 asks to increase C.O.L.A. retirement benefits for eligible Stoneham retirees. This article is sponsored by the Contributory Retirement Board.
Article 11 asks to amend the Town Code by adding maintenance of non-residential property requirements.
Article 12 asks to amend the Town Code to require apartments and condominium complexes to recycle.
Article 13 asks to amend the Town Code by adding limitations on construction hours.
Article 14 asks that the former Jewish Community Center parcel on Franklin Street be reclassified as Residence B. Joe Cunningham sponsored this article on a citizen's petition. He owns Cunningham Construction of 35 Pomeworth St.
Article 15 asks for money to buy streetlights and other necessary equipment from Boston Edison.
Article 16 asks for money to "embellish" Lindenwood Cemetery.
Article 17 asks for money for water system maintenance and replacement.
Article 18 asks for money for sewer system maintenance and replacement.
Article 19 asks for money for the "beautification of Stoneham."
Article 20 asks for money to buy a Zamboni.
Articles 21-23 are sponsored by the School Committee.
Article 21 asks for money for technology improvements for the schools.
Article 22 asks for money for instructional materials and textbooks.
Article 23 asks for money for a feasibility study on renovation/replacement of the Middle School due to space needs.
Article 24 asks for money for new voting equipment. This article is sponsored by Town Clerk John Hanright.
Article 25 asks to approve 513.6 more feet of Hall Road as a public way.
