Planners accept withdrawal of hospital satellite parking plan

WOBURN, MA - A proposal from Winchester Hospital seeking to create a satellite parking facility off Montvale Avenue in East Woburn near the Stoneham line, was formally withdrawn before the Woburn Planning Board at its recent meeting.

There was no indication if new plans will be refiled at a later date.

The special permit proposal is from College Street Partners LLC and it sought to allow for the parking of 300 vehicles on Mack Road, also known as Rainin Road, off Montvale Avenue in East Woburn.

The special permit also would have allowed a commercial shuttle bus to run between the lot and the hospital.

On a 7-0 vote, the Planning Board voted to take no action on the proposal.

It is the second time the applicants have proposed the satellite lot and then withdrawn the plans.

Plans for a larger facility were submitted and then withdrawn at meetings earlier this year.

Planning Board Chair Michael Ventresca noted the applicants have twice submitted proposals and twice withdrawn them and questioned what exactly was going on.

"Can they come back again?" Ventresca asked.

Planning Board Director Edmund Tarallo said he was not exactly sure what was going on with the application, but he noted as long as the plans are withdrawn and not denied outright, the applicant can keep coming back.

On a 7-0 vote, the Planning Board placed the plans on file and take no action on the proposal.
